The main stuff people will want to change is pretty easy to work out.

1. Open the "central" scenario file (it has no numbers after "scenario")
2. Ctrl + F a rank like Prime Minister to find the rank list
3. Find the hex for the max troops for whatever rank you want to change.

After the troops, there are two bytes for the stat bonus. Maybe look at one of the high civil ranks to figure out the positioning. You should see something like 03 02 which codes for a +2 to politics.

00 LDR
01 WAR
02 INT
03 POL
04 CHR

And just input whatever hex value for the boost you want. Max troops can also be edited if you want.

There might be other things that can be changed, like gold paid per rank or the loyalty boost, but I don't think anyone has confirmed that stuff.

I can't seem to find it in this (or any other) thread, so what's the hex code to give a created officer a turban? I know I've done it before, but I've since gotten a new laptop and don't have the Excel sheet that I used for reference anymore.

I think this codes what happens if the force the officer serves gets destroyed. Some officers return to their birthplaces, others can be found at the other edge of the map.
00 = Important
01 = Normal
02 = Ignore
Need confirmation on this one though.

did anyone play ROTK XI with power up kit wikipedia said it can alter generals,kingdoms,equipment and cities, i played the game but couldnt find where city and kingdom editing is or the equipment editing.

It depends what kind of stuff you want to change for each? If you want co change things for cities like max amount of troops, specialty, HP, etc, that's in the scenario files, so are the actual officers and names of each kingdom like Wu, Wei, Shu, etc.

are you replaying to me? i am talking about the chinese version which adds new features.

lol yes I know what you are talking about, all the info is in the same place for each version of the game, its just slightly different depending on what version you are playing, but the actual editing process is the same across the board for things I listed, it just depends on what exactly you want to change, like I said...
