Can someone give me a quick explanation of palettes and compression and stuff?

The reason why I'm asking:

I'm trying to make a new background logo for the Legend of Lu Bu mod. I know the image has to be 640x400, 256 colours. Not having any fancy graphics-making tools, I just took an image, converted it to a .gif (to get it down to 256 colours), then saved it back as a .bmp. (At least MS Paint tells me that I saved in 256 colours...)

Image

When I tried to import the image (using van's RPGViewer---a fan-made tool for importing and exporting images from a whole bunch of games), the colours got all weird:

Image

RPGViewer's FAQ suggests that it's a palette issue. That sounds like what happened because when I imported an image that's only slightly modified from the original, I don't get this problem.

So isn't 256 colours just 256 colours? Why would there be an issue with palettes? And is there a way to get around this (match the new image to the palette of the old image)?

------

PS: Ok, I fixed it:

Image

(Ended up downloading a trial version of Photoshop.)

But yeah, I'd still want to learn a bit about palettes and stuff.
