The Five Tigers (really can't argue with them...they were easily part of the top 10 3K generals)
No leader here, they can form a legislature and vote on decisions for all I can say, because they are equally great.

Wu- (these were Wu's best generals, hands down. No others even come close. A pity most are undervalued. Taishi Ci and Gan Ning together can't hope to do what Xu Sheng or Ding Feng did)

Wei-
Zhang Liao (above his fellow generals quite a bit)-Leader

IMO the Shu and Wu groups are a bit above Wei's, if only for the fact that Wei doesn't have much without the first two.

Since this is tiger generals, I'm gonna assume it just means the biggest baddest tough guys who were also generals in some way.

I think the 1st and most important trait of a Tiger general is fighting prowess, then accomplishments, then intelligence, then responsbility, etc..

and in that case, guys like Zhuge Liang, Zhou Yu, Lu Men, Lu Xun, etc... aren't qualified.

My picks from the novel:

Shu:
Guan Yu
Zhao Yun (most responsible of the lot)
Zhang Fei (he's actually a very smart general, but his imprudent
characteristic makes him look like a dumb one)
Huang Zhong
Wei Yan (a very underrated general. At least he's better than Jiang Wei. If it wasn't for Zhuge Liang, I can't see Jiang Wei outsmarting him)

Wu:
Gan Ning (it seems kind of odd that he died at the hands of a nobody like
Shamoke.)
Huang Gai
Cheung Pu
Taishi Ci
Zhou Tai

Wei:
Zhang Liao
Pang De
Zhang He
Deng Ai (A great champion and an extremely smart man. He conquered
Shu!)
Xiahou Dun
