Was Guan Yu a target?

Yes, He had red white and blue paint on his forhead.
Yes, because he was a figurehead of Shu.
I think he was, but maybe only just as big as any other general.
No, because he didn't represent anything special about Shu.

Historically Zhao Yun held the posts of Governor of Guiyang and of Gong'an, before Guan Yu was given full charge of Jing. During the Yi Ling battle, Zhao Yun was Governor of Jiangzhou. That coupled together with his clear political abilities meant he had the skill to govern well.
