Debatable. While certainly a genius in every aspect, I don't feel he was the best in the era. You should avoid making such generalizations.
Now, are we talking novel or history? Because historically, not one of those strategies was actually carried out or thought up by Zhuge Liang.
My favorite Zhuge moment was definitely the Southern Campaign. Even though Yong Kai, Meng Huo, and their lackeys weren't exactly the most talented folks, it was a precarious situation that he handled extremely well.
