Pen and paper role playing game. With dice and a game master :P

While I would personally love such a thing, it would be a rather niche market, plus I would think a larger scale wargame would work better with the setting.

There is no Three Kingdoms Pen-and-Paper but the closest thing to it is probably Sanguosha - multi-player card game based on the Romance of the Three Kingdoms. Although it's not Pen-and-Paper, it does allow some degree of role-playing.
