This is just a shot in the dark, but does anyone here have serious programming experience?
I remembered RTK10's main weakness, that being that the attacking force nearly always wins if the battle isn't played due to how troops versus defense is done. If there is anyone who could reprogram the game to increase cities' defense values, please post here. I don't know how far up defense has to go to make this problem go away, but I'd like to try different values.
