I agree with Mitsunari 100%. I save for web all of my avatars in Photoshop as gif files. Just make sure it's the smaller, lower color count version of gif.

'Save for Web' JPEG works nicely as well, depending on the image. Some are better as GIF, others as JPEG. 'Save for Web' trims all the unnecessary data from the image file to keep the size as small as possible, and provides tools to optimize the image to trim it more on top of those savings.

Most half-decent image programs will have a similar capability.

Do you find that the smaller 'colour count' GIF noticeably causes some degree of image disruption? Some of my avatars are looking 'patchy', phooey.

Photograph-type graphics, or graphics with lots o' gradients, are best saved in JPG format. If you're going to use GIF, try experimenting with the 'dithering' setting.

I may fiddle with the filter and sharpness, since it looks a bit...ropey...
