Thing is i don't know whats its capable of it. It says its a Strategy Innovator and Rules Editor.

If anyone who likes messing around with tools has time see what this is capable please do so.

I wish somebody would check this out. I'm curious. :cry:

Edit: Looking over this now, the Google translation. Sounds interesting so far.

Edit 2: Read around on that post for a while and, while the translation is of course garbled, it sounds like most of the changes were to damage dealt to cities? Plus a few other things... :?

To be honest I don't remember all that well.

It was incompatible with PUK v1.2 if I recall.

IIRC what it did was change the mechanics of the game. Basically anything you can think of. So basically you can change on damage is calculated, etc.

Well the only thing I can think of that I care about is editing a skill or two, in particular Indestructible (chance to deflect 1000 damage rather than 500) and perhaps Aegis (no double fire damage). I'm assuming new skills can't be created. I couldn't work out if that was possible based on the mediocre Google translation.

At the thread pointed by Killaz916 you can also find an outdated manual (which seems to be the latest) called:
SAN11PK-SIRE修改器1.25版帮助文档.rar

Guys, I've just downloaded and it seems that yes, it's possible to work with skills (特技 = "stunt").

At the 2 tabs called 特技 (were 特技效果页 and 特技定制页 before, 1.25, as you can see in the manual), you can alter skills. Actually the game have 100 skills (0~99) this SIRE editor adds another 30 (120~149) leaving 20 slots for your personal creations. You can also edit or overwrite any skill if you wish so.

There's really nobody that can translate the manual, or at least the part that refers to skills?

No, I haven't made any skill yet, there are some instructions I can't understand bordering me in the manual (something to do with AppLocale and CONVERTZ).

It most likely only works with the non-english rtkxi

It would be cool if you were able to figure out how that thing works. Perhaps it doesn't work with the english versions, but as with Van's Editor, you can make changes to the PUK, compare the altered file with the file of the english version and then apply those changes with a hex editor. That's how I got items in MakeData.s11 to work, so it might work here as well. New skills would be awesome.
