Can you suggest, what compatibility value should i give them ?

Yu Ji - around 7? (Zhang Jiao's value)
Hua Tuo - around 100 to 110 perhaps. Would put him far away from Cao Cao but also not close to officers like Chen Gui whom he refused to serve historically. He's a pretty difficult case imo
Guan Lu - around 20 to 40 considering his loose affiliation with Wei
Xu Shao - around 11 (Liu Yao's value)
Zuo Ci - ? (considering his affiliation with Cao Cao, around 20 to 50 maybe. Definitely far from Sun Ce)
Sima Hui - around 70 to 75 (the Shu guys), perhaps a bit lower?
Mi Heng - 43 (Kong Rong's value)
Huang Chengyan - 75
Qiao Xuan - 125

Jian Shuo & Zhang Rang - around 90 to 100, as most early Han officers are

Zuo Ci hate Cao Cao, so definitely could not be between 20 to 50

Historically, he didn't hate Cao Cao and even in the novel, it's questionable. He wanted to convert Cao Cao to Taoism in the novel and started to annoy him when he refused. Cao Cao didn't like him in the end, that's perhaps true, but still Zuo Ci "worked" for Cao Cao as a court magician in history.

In sumarry, should Zuo Ci compatibility value be set to 75 ?

I told you that it doesn't matter. He had no affiliation with Liu Bei whatsoever. In the novel, he stated that Liu Bei would be able to rule the land instead of Cao Cao, which was probably to upset him. That's all he has to do with Liu Bei.
If you want, you can give him a value of 50. It would put him right between Cao Cao and Liu Bei, both showing his historical affiliation with Cao Cao but also some sort of ideological closeness to Liu Bei.

Cao Pi and Cao Zhi for example hate each other as well, that doesn't have any effect on their compatibility values though.
Zuo Ci, historically speaking, was more or less a subject of Wei for a brief time and did not serve any other force, so the logical thing to do is to give him a value that's closer to Wei than others. That's the benefit he has over guys like Hua Tuo, who didn't serve anyone at all in game terms. He can dislike Cao Cao all he wants, that'll probably prevent him from joining Cao Cao anyways, while him liking Liu Bei will have him start out with high loyalty should he join Liu Bei.

has anyone tried marching units from Ling Ling city to attack Jian Ning, through the very long path ?

You need Adept March technique researched though

I've done this a few times out of boredom I think, there's a couple of shrines along the way too. Also have been in Bei Hai and marched north through the water to Xiang Ping, from Luo Yang north to Jin Yang, and Chai Sang all the way to Hui Ji through all that unused land. Sometimes its fun to take the extremely long way around to catch the enemy unaware and see how they react when all those cities are undefended, although I still think the worst path the game makes the AI take is marching troops from Jian Ye/Wu all the way north through that stretch of land to attack Shou Chun, that always annoys me.
