Right but my point wasn't about the challenge for players, but rather that, through playing these particular forces, you realize the uphill battle they face, which in turn gives insight into the AI's poor performance despite being more aggressive.
So your officer slot moves worked to fix the ruler AIs, but those particular forces will still not dominate without better officers. And on the other hand, you can give the normal ruler AI for those forces 50 awesome officers and yet they will fail miserably.
It's just an observation.
